About

David Twinomugisha is one of Uganda's most experienced research and data analytics professionals — combining a strong academic foundation with practical expertise across economic policy, agricultural research, and development evaluation.

He is currently pursuing a PhD in Agricultural and Applied Economics at Makerere University, and holds a Master of Arts in Economic Policy and Planning and a Bachelor of Science in Business Statistics — both from Makerere University. He has received specialist training from Kansas State University (USA) and completed the World Bank's Manage Successful Field Research Course (MSFR).

David currently serves as a Budget Officer at Bank of Uganda and Data Analyst at Ace Policy Research Institute (APRI), giving him a uniquely applied perspective on how research translates into institutional decision-making. At ADRI, he leads economic and policy research engagements, impact evaluations, and statistical analysis.
